FAST Plugin: Operators ?

Hey all,

everybody knows you can add admins on the server.
You also know that it is possible to add admins and operators with aseco.

I prefer fast before aseco, but some problems occured: I do not want everybody to be able to ban and kick ppl, but I want a lot more ppl to be able to switch maps ingame.

Therefore: Is it possible to design a plugin with that I can have another userview, such as in aseco the operators?
