I jumped to conclusions too quickly.
Today it decided to stutter again no matter what.
There is just no way to know what is causing this issue and it's very annoying as it might work perfectly one day and be horrible the other.

Alright it turned out to be a driver issue. In nVidia drivers there is an option called Power management mode. I had to set it to 'Prefer maximum performance' instead of the default 'Adaptive' to fix the problem. It's running at a solid 60FPS now at insane settings. Perhaps such an option is also av...
