i use a program called dxtbmp when finishing a skin and it allows you to load a custom Alpha layer or just edit the current one. If you take your Skindiffuse.dds and open it with the program, you will see the alpha channel in the top right. This controls the level of shine on your car, Pure white is...

Made updates to the Jester Car to include Blue lights as well as adding a more complex alpha layer to it. It may be difficult to tell in screenshots, but they are small Jester Caps.
