Is there a way to create an Icon.DDS without it being included already?

So I have a few skins I have downloaded, how ever they arent exactly what I want. I want to edit these skins, however when I click Paint! in game, it just pauses for a moment, then continues with the car selection screen... not allowing me to edit the skin in game. Inside of the ZIP files is a file ...

Literally JUST bought the game... saw an episode of "WTF is... Trackmania 2" on youtube, loved it, and this happens the very first time I try to play :/ Pretty damned disappointed right now, single player wont even work because I cant activate.
