Edit D/L'ed skins?

So I have a few skins I have downloaded, how ever they arent exactly what I want.

I want to edit these skins, however when I click Paint! in game, it just pauses for a moment, then continues with the car selection screen... not allowing me to edit the skin in game.

Inside of the ZIP files is a file named DetailsDiffuse.dds and Skindifuse.dds
How can I open these files to edit the skins?

If there's no icon.dds, the painter won't let you edit it.

Is there a way to create an Icon.DDS without it being included already?

Import one from another skin into the .zip file--save the skin in painter--voila! New icon.dds.
