[2.0][Launcher] Always on top

I updated Maniaplanet through Trackmania 2 canyon.
I noticed the launcher window is "always on top". I do not remember if this was already the case before or not but I believe it sould be changed to a normal window behaviour.

This bad workaround has some side effects and is absolute not needed. Restarting the Launcher and bringing its window on top (the normal way) after an ingame update is easy and save to implement.

I remember some of the side effects:

1. After an game update the launcher test for the existence of a firewall. After this you have to push a previously disabled OK button to run the game. But this little dialog box was covered by the launcher window and locked it.

2. After cleaning the cache inside the launcher options the confirmation dialog box is shown in the back of the launcher windows. You can not see it until closing all other windows of the launcher application.

3. It is not easy to compare the launcher settings with screenshots from a forum or wiki, if you only use a small single monitor (because you can only move the top window).
