fps_max and raw mouse input

shootmania claims to be an esport title but I didnt find a config file or a console to use these features that every game should have in 2012, (2012 yeah welcome to 2012, still most games lack the most simple things)

SM doesn't have console nor any .ini files. tho you change max fps in launcher - configure - advanced - compatibility.
