I don't think that you can build without restriction. When it's possible, than you'll get very long loading times for maps, etc. The power of the current TM is IMO that it's really fast to load maps, you don't need to download maps with a size of xx MB.

With some fantasy it is possible to make very diverse tracks imo.
But still, there are not many players that like tracks longer than one minute, especially online.

Even with the actual size of the maps, it's possible to make maps longer than 20 min (and i can't remember the name but i drove once a map which was about 40min).
One example of nice long maps is this one here~around 20 min. So in my opinion the actual map size is enough.
And as Knutselmaster said, with the scripting, there will be a huge amount of new possibilities. About the block import, it will come (but as it was stated till now, maybe not in the first release but in a later release).
