Can you upload images saved on your computer as a decal for painting the car? I bought this game about 4 days ago!

you could edit the skin in a program that can load DirectX textures. Unzip your car skin, edit the texture, save it, repack your skin.
There is a plugin from nVidia that works e.g. with Photoshop or Paintshop Pro.
Search for a tutorial about skins, or directly go to http://www.maniapark.com/ where you will find lot of infos about this.
