Unfortenately it is not possible to just do automaticly global chat for every server hosted, since the protection level of the dedicated server, which is only a good thing.
What is possible right now, is to have server chat interface for your own hosted server.

So, what could be done to get your idea to be reality:
1) extend and refine the current webchat plugin + create centralized website for server admins to register their servers to the system
1.1) use mania connect for user authentication and to get your nickname and your friends list
1.2) create messenger-like personal messaging between friends
1.3) create server lobbies for public chat
2) build smartphone apps for the major platforms (windowsphone, android and ios) to hook on this system.
2.1) build also windows app.
3) live the dream to reality, with semi-global webchat + smartphone connectivity
All this can be done, but to do this requires lots of time :]
