Yes I know it's super simple to do, but I am nowhere nearly good enough to create my own skin. If anyone is interested in helping out please let me know so we can get this back on the road.

I can't help you creating skins, but I found this tutorial on Maniapark and it might just help you understand it a little bit.

Anyhow, I hope you'll find someone, I just thought this could help you if you're stuck like this next time.

What is it you are after and how soon do you need them?
CPU: Intel I7-4770 64Bit @ 3.4Ghz.
Ram: 32GB DDR3
GPU: Geforce GXT 1060 6.2GB DDR5

I'm looking for an exact replica of the car in the video (I was previously in amp and had a couple cars, but I had to re-format my hard drive)

I understand your frustration.
Part of the problem may be that you've asked for an exact replica of a car in a video. Without access to the original graphics used to make the car it's not an easy task to accomplish.
Do you know who made the original or where you got it from? That may be a better way to get it back.
Another thing you might try is to look for someone you may have raced with online that downloads skins of cars they are racing against and see if they have it in their garage.
Do you remember the file name of the car?

It was a custom skin designed for Amplified Gaming, I have one of the members skins saved still but I cannot edit it to save my life

I'm not sure about this, because I don't have the slightest clue about how the data handling works. But can't you simply extract the skin, open it with a picture manipulation program like gimp/photoshop and save it under a different name?

it depends; if it is only a .zip, yes u can open the .dds inside with an editor.
dunno how it works for a .gbx, i guess u can save the skin with another name(and get a zip package) and than edit that.
