The lights can be seen (Night and sunset mood) as a bright dot, through itself and other blocks

Would you please post a screen of your issue?
I just tried and the light was correct IMHO.

Please don't forget to calculate the shadows / lightmaps.
And also make sure your texture quality is high and your shader quality is set to nice or very nice for best visual quality.

Compared to your pic, the problem is viewing the block from the other side when you cant see the light

As my picture shows, you can see a bright dot (marked by red circles) at the position of the light, through the block (and other blocks)

With further experiment testing. (I run a dual boot windows) On one configuration there is no bug, on the another configuration there is a bug, so it could be video card driver version or TM2 graphics settings, so its only happening on one setup.
Weather the track has calculated shadows or not, makes no difference.

Edit : Tested on nVidia GT 220 and Radeon HD 7850, on theses 2 configurations, problem persist

The light sources are only visible in the editor, now I could also see it after I know what I have to look for
The lights even shine through the mountains Must be an atomic ray

But this does not happen while driving luckily
