I have noticed a long time ago (don't know the exact release when it happen), that in Rounds on a multiplayer server the following happen:
If i finish a map and keep holding the "Gas" key, then when the next rounds begin my car doesn't drive forward. I have to release the "Gas" key once, otherwise my car stay still.
In TimeAttack this didn't happen. Other game modes i did not have tested right now due lack of time.
Btw. in my case the "Gas" key is the arrow key "top".

you never release the gas key? like one constant PF on all the maps?
Can you identify the latest time to release the key so it works normally with the next map?
Or are you speaking of new race on the same map?

Nah.. i don't press the gas key over all maps! 
1. the race/round begins and i press the gas key to let drive my car forward
2. i drive my car trough the finish line
3. all other players drives over the finish line also
4. the race/round ends and i still keep pressing the gas key*
4. the next race/round begins and my car stays still and only when i release the gas key and press again my car moves fordward
* the reason for this may my lazy fingers and no need to chat with someone

I'm using the keyboard to drive and this also happens (in all other versions of tm). If I don't release the gass after pressing DEL to restart, the car doesn't go either. For the keyboard it shouldn't be too strange because there's a limmit amount of keys you can press at the same time. Even when using arrow keys for directions and A and Z for gass and brake.

I would not consider it as bug but as pure user handling issue which should be easy to fix as well on the player side

But it is only in Rounds, in TimeAttack you can hold it and the car start to drive forward when the race begins. And in TMUF in Rounds you can hold the gas key (just tested). So i think it is a bug.
