Do you have blanks in the name?
Or does it have the wrong audio format?

yeah, but I would prefer the original file without any locator directly.
locators are an additional degree of complexity

if can i ask? i just created a custom horn, everything works fine i followed the guide perfectly, but when im in game i can actually listen to the horn i made but other people simply listen to the default horn, why is that?

You need to have uploads turned on in p2p settings, whilst others should have downloads on. For instance, I never hear others' custom horns, because my downloads are off.
