Do not rotate the wheels

Hi all! Maybe someone knows the solution of this problem:
In the MediaTracker in old replays wheel car rotating, but in the last replays(last few months) - no...
I even found a one replay of February, where one car wheels rotating, and at the others - no!
What is this bug and how to fix it?

When you save replays from multiplayer servers the wheels doesn't rotate for some reason, I wish this could be fixed

the wheel rotation can be enabled when you shoot the video, isn't that working anymore either?

the wheels do not rotate when you view and when shooting video (if I understand your question)

You get the wheels rotate in online replays only if VehicleNetQuality is set to High (1) on the server.
