anyone having lags atm?

This problem has started yesterday's night.Somehow in some servers(lets say an british server) I started to having really high ping like(150-180).My ping is fine,I also tested another server which located in england.Result was fine.So I thought problem was coming from server's side.But then I called my friends who has same circumstances like I do and tested.His results was normal where I had bad ping.I also restarted my router.I'm also having some problems where game says "loading workshop".It loads really slow.So does anyone have any idea what's goin on?

steam version is on early beta stage for me, ping is around 2000 ;D

So in order to get rid of steam version,do I have to re-download normal version?Also I have noticed that this problem only existing for 30-40 sec.It seems game is downloading something but the thing is I have been playing with same settings(up-dl on) since the beginning.What changed?

I am not famillier with steam but i think it download all your maps replays etc and if you are online it download signs and modes if there is any
i think that is the best with steam, the save files etc, is safe
if my hard drive crash i lose everything and if you have steam all is safe, or am i wrong ?
i got portal for free at steam and my save files are there now if i install it ^^
