There is a top ranking on Storm, that will mainly be Battle, Siege and eventually Realm one day if it becomes popular. But you need a specific ranking for 1vs1, 3vs3, Royal (since it is FFA) obstacle (a little like platform of TM) etc. If Melee were popular, it would benefit of having it's own title. Right now, I think that it's difficult for a player to understand why some gamemodes are in the main title pack and why some titles are in custom title packs.
As for datas, you can think of it as applications and web page. I tend to see "on the fly" custom things as web page, and "titles" as applications, requirement installation first, updates, custom stable rankings etc. The title pack creator is the owner of the ranking and we shall try to provide tools to customize it more.
Meanwhile, each title requires ressources for our server per player: clouding of saves, persitent profile data, title clouding, downloading rankings, tracking etc. So we are trying to limit the number of active titles per players. It is a little like the saving slot of PS1 cartridges.
These are the logics behind, but even if you probably know all of this, I can't tell how the future will be (happily I think) to really answer your question.
