Not possible to put bloc 3-1-7 (billboard) over water

It's not possible to put the bloc 3-1-7 on top of blocs 2-4-1 if there is only water under these blocs.

Tech Pillars in Water are on my todo list (and on Terrain as well) I'm missing them as well

Tech pillar on water would be good but I'm not talking about that.

I don't put the billboard directly on the water: I put it over some castle blocs.
It works with the vertical billboard but not with the horizontal one.

I also saw that it works by
1. putting castle bloc on the grass
2. putting the billboard on the castle blocs
3. replacing the grass by water
