[Update #2] Bloom setting not permanently saved

I was already like this before. Some time the bloom setting is stored, but now it is on "off" all the time, and I cannot switch it on.
This disappears after I delete the Default.System.Config.Gbx for some while, but it seems there is something that causes the Bloom setting to be ignored again after a while.
It can be selection of various video settings.
Yesterday evening I had medium bloom visible in game, but today it's off again.
