[Valley] 4-1-2 cannot be rotated if already placed below

The block 4-1-2 has the mention P and R, means Pillar and Replaceable.

I now tried it:


And it appears it cannot be placed if you rotate it once


But this should also be allowed (PSP-montage, the upper block on the right corner of the larger plattform is rotated):


However it is not really important.
