Okay, this is a bit strange for me to be reporting this because I haven't actually experienced it myself with my own car. But I've heard people online talking about their car having flickering textures at the start of the race.
Some examples:
Player 1 - basbaas: He made a video of it happening. In the video he plays with the settings a bit to see what causes it or prevents it. And he says he had to record windowed with fraps, because in fullscreen the bug was there... but if he started recording it with fraps in fullscreen the bug would disappear. He also says that if you're playing online with opponents on the flickering is there, but if you disable opponents then the flickering disappears. I think you can also see that in the video. I've had half a dozen other players mention this flickering cars bug while playing on my server. The advice I've given so far is turning off car reflects and they say that fixes it, but of course they want car reflections as it normally looks nice.
Some players say it happens with the default skins. Others say it only happens with custom skins.
I personally only saw it happen once, and it was actually someone else's car that was flickering, not mine. And I don't know what my quality settings were at the time, sorry. I do know that I've only used default Nadeo skins so far.
I'd like to give more details, but I don't have any at the moment. Maybe someone will see this and be able to add a more definitive way to reproduce this bug. I was surprised it hadn't been reported at all yet.

I have a bug... Its the car reflection which is flickering sometimes when other cars are enabled...
If i play online and disable the other cars by pressing "o", it will stop flickering...
it actually flickers black...
My system:
i5 3350p@3.5GHz
Asrock z77 pro3
8GBRam (can only use 3.5 because of 32bit, i will get a new one soon)
XFX HD 7870
On another pc its too... specs for this one too:
Intel Core2Duo@3Ghz
Asus premium ... board (Don't know exactly)
4GB Ram (32bit system too)
Geforce 8800GTS 512
The graphic drivers of both pcs are up to date!
It would be very nice, if you'll fix that soon!

Confirmed the 2 bugs.
I've got the same bug as video 1 since update #2 and Valley.
For me, Bug 2 is here since start of Canyon. This bug is really difficult to reproduce. It is really hazardous.
At start i thinked that was my graphic card : GT220. I changed it for HD7850, but i've got sometimes the poly glitch things. And sometimes some textures not appears, they are tranparents.

I'm having the first bug too, Radeon HD6950, For me it is in Canyon too and since the release of valley.
EDIT: Found out that when I turn other cars off it doesn't flicker anymore. But only when other cars are on!

Indeed I was able to repdouce this bug easily in very_fast/fast shader quality + car_reflects_high + visible_opponents.
This bug will be fixed in next version.

I also experience flickering with nice shader settings, and high reflection on cars, but randomly.
On some maps it happens more, on some it doesn't happen at all.
E.g. it can be caused when the car is passing below a bridge.
When I set to low reflection or "only high in replays", there is no flickering.
