My computer's already on the 'high performance' mode, so that shouldn't be a problem.
I've unchecked the 'audio enable' button and disabled replay recording.
My laptop is plugged in, so I don't think there's any throttling.
I'm still getting stutters.

Then it is probably from some Windows disk activity.
It happens usually after the system start, and after a while as background task.
But what exactly it is I cannot tell. Search indexer, defragmentation, logging, whatever.
We have to wait for some other hint here

I'VE SOLVED THE PROBLEM! After fiddling with every possible graphics option, I learned that the problem isn't graphical at all!
Sign out of Steam. That's it. Go to your friends list and go offline. In game, my stutters disappeared as soon as I signed out. I signed back in and the stutters returned.

I too notice some tiny stutters in TM² Stadium sometimes , but not that it bothers me too much.
My guess is : graphical (engine) related, network activity and/or disk activity (maybe even a combination of all 3)
