Ok, I understand your frustration, but this has nothing to do with the Echelon system though.
This has everything to do with Nadeo splitting up lobbies like they've done when there isn't a big enough playerbase to support such a move. Not that it would be any better if it was only 1 lobby, because then everyone would be there anyway.
The problem is lack of players overall. So if there's few players in silver/gold lobbies people will still join beginner lobby because there's more players there, which means less waiting time to get a game (if it hadn't been for them limiting amount of servers available to play on. Which means you might end up sitting in the lobby being told you have to wait for a free server)

Sad is right. For now, it's more convenient for people to stick around in the beginners lobby.
The drawback being that this leads to unbalanced rounds.

My fault I've named echelons because I was going to write if it may be a good idea to level cap lobbies making them more meaningful, but then I thought it was a bad idea and I deleted it
Nadeo must fix this and advertise more shootmania as said in another topic otherwise we'll never have a lot of players (each in the proper server) and an enjoyable experience for everyone, I don't want this game to be another css where you have no ways to learn unless you are a masochist
