It is very strange you can't even connect to http://player.maniaplanet.com
But you can't create an account there anyways, as this has to be done from the game client.

Are you using Wifi? If yes, please connect via LAN cable to your router.

I'm able to load login.maniaplanet.com, but naturally I cannot log in though.

Connected directly makes not difference...

Thats very strange.
Someone else could try to create a new account for you, but you would need to give this person your desired login name, your game key (in Steam you can find it with CD-Key) and your email adress.
Not sure if you're willing to do so. This would be the last resort, if you don't get answer from Ubisoft soon.

I did that, it worked. Used my brothers laptop, exactly the same as mine.

Copied over the files and everything is good to go... so damn odd...
