I completely agree.
The titlepack listings seems like an idea I'd never see catch on, especially since new titlepacks can't get alive through it anyway.
I'm still all up for a mod-based system (not texture mods, 'titlepack'-value mods), want to join a server? -> it tells you you need mods [x, y, z] if you don't have all of them -> download them with a click (if they're registered within a central system) -> boom they're installed, you can join servers using that mod.
Or download mods from the central listing to extend your single player experience, no need for a whole titlepack imo.
Titlepacks itself seems like a flawed concept anyway, I don't think it works with many players as well.
Titlepacks got a few nice customisation features (custom menu, station, ladder etc.), which in my opinion don't have as much value as a simple, easy to use mod system.
Several cool improvements are listed though, such as object improvements which will severely benefit the rpg titlepack (it's like the only titlepack worth being a full titlepack), the action maker (lets just hope it doesn't require a titlepack to use them in modes) and the scripting improvements sound neat too.
