Mute/ignore player

Is there a way to mute or ignore a player in game? The vote tab is greyed out on the server I play on

Depends on the server controller. XAseco2 does have such commands (search the list), other controllers may (or may not) have similar or the same functionality.

wouldn't that require that plugin.muting.php is enabled in xaseco and that is not at default enabled so on most servers not available?

True, that's another requirement. See /help or /helpall for whether the commands are available.
