When I try to shut down TM2 it won't start again because there's like a phantom process running in the background, so when i try to start it again steam says that it's alreday running, even though it's not.
To get it to work I must restart steam all together, then it works, BUT, there's still a process somewhere running because I can change the volume for each individual TM2 that I've started through the windows volume mixer, so what exe's does TM2 use?
Or is there a permanent solution? Because this is tedious to do over and over again,

how long do you have the game already?
Possibly the cache is very big and very full, or you have a huge lot of maps and replays.
Cleaning the cache, and removing the possibly hundreds or thousands of replays could help for a faster shutdown.

It's been this way since I first installed it after formatting the harddrives so it shouldn't have been any cache, only been on like 1 server and i don't know how big the cache can be before loading slow, don't see why that would be the problem though since my HDD is an SSD with 500mb/s+ Read/Write and the ram runs at 2133mhz, so is shouldn't be any probs for it to load that.

Please indicate the correct (complete) game title you're playing with - is it Canyon, Stadium or Valley?
Besides this you're apparently the first to report this issue.

It is stadium, I don't know if it worked before the formatting because I just made some track every now and then, didn't really shut it down and tried to open it again right after, which I did now when this problem popped up.

Did you try reinstalling the game (after doing a backup of your work) ?

You should really considder make it so that the cache gets removed on shutdown, so that this won't happen, or make it so it doesn't load the cache on shutdown or whatever, there must be something you can do.

the cache is there so the game does not need to download every single panel, arrow, skin etc. again everytime you join a server.
But you can reduce its size in the configuration.
Again, you are the first to have this specific kind of issue, and it is not proven yet that it is the cache.

FYI, there is an option in the launcher to disable the scan of the files in the game tab
