As topic says, at the lowest shader quality setting in the game the skidmarks are non-existent.
I'm not entirely sure if this is a bug or if it's supposed to be like this.
I will list my system specs below if that helps.
CPU: Intel Core i5 4670K 3.4 Ghz (Haswell)
MB: MSI H97 PC Mate
RAM: 4GB Corsair XMS3 DDR3 1333 Mhz
GPU: ASUS HD7770 1GB GDDR5 @ 1020 Mhz/1150 Mhz
OS: Windows 7 64-bit

If i remember right, i read in a changelog that the skidmarks are off in lowest shader.

No unfortunately that's not "low quality shader setting", that's "low quality skidmarks" for spectator mode.
Normally skidmarks disappear after some while of driving, because otherwise it would be a lot of data to keep (4 skidmarks per car...).
Spectators often complained that they couldn't see skidmarks, hence impossible to get to know how other people were actually driving and where they were drifting.
There was another topic about too bright skidmarks, but that's even longer ago.
Besides this, your (Lundstrmmm) system seems to be powerful enough not to use "lowest shader" settings

Edit: There are skidmarks... BUT, they're waaay too bright!
Couldn't see them on a normal road so i tried some blue parts, even there you can barely see them.
