Launcher: Add network connection check to Help menu

Then and when there are various connection issues with the result that the player can't use ManiaPlanet properly.

Please add a button in the Launcher Help menu that allows to do network connection checks using ManiaPlanet.exe in commandline (this is important because of firewalls!), which would give more concrete hints than "12029 timeout error" etc.
