First of all, if you like to play ManiaPlanet and also have the opportunity to upgrade to Windows 10. Please wait before there is a fix for this problem.
After 29th of July, the free upgrade is available for most of the Windows users to get Windows 10. After hearing some people having troubles with ManiaPlanet I started to check it for myself.
First of all, my old situation was Windows 8.1. 64Bit. i7 920. AMD R280X (Manufacture Overclocked GPU). And had about 100 FPS when playing on normal quality in valley or canyon.
After the upgrade I started to reinstall AMD drivers, special update for Windows 10. Upgraded Intel INF drivers and did a few restarts.
When I first started ManiaPlanet I was in shock. My GPU was on 100% but only had around 20 FPS when driving, and around 30-40 when idling. It's very annoying and really is a big problem because everyone can upgrade without losing anything and upgrading is easy and free! So a fix need to come very soon!!
Please keep us up-to-date about the update for fixing this problems,

I got some good news, and some bad news.
The bad news, i can report a similar problem having huge framedrops since my upgrade to windows 10.
My specs are similar to toffes, i was running Windows 8.1 64bit with an FX-8320 and an AMD HD7950 (R9 280 Series is basically the same chip).
The good news, i played around with all the graphics settings and seem to have found the culprit (at least in my case).
After switching the textures detail from "high" to "normal" everything runs as good, or even better than it did on my previous windows install

my graphic settings which seem to be working under win 10 (maybe it helps someone)
windowed fullscreen
Fxaa: on
Anisotropic filtering: on 16x
Waterreflections: high
Carreflections: high
bloom: medium
motion blur: off
gpu/cpu sync: off
vsync: 1 interval
zbuffer/triple buffer: on
shadows: high
shaders: high
textures: medium
geometry: very good
2D & 3D-texture decals: on
post process fx: on

When i read the different reports, it seems there is an issue with the configuration with AMD graphic cards. I will transfer the issues but it may be an issue from the AMD drivers themselves (check if you have the latest AMD drivers).

I have the latest drivers, special release for Windows 10. (not beta!). I use the standalone client, dont have the steam version installed to try.

Using the same driver as toffe, 15.7.1, which is the only driver available for win 10 so far, and it is not a BETA driver as toffe said. The problem also only occurs on certain maps, so it might only be a small number of textures that cause this.

Same issue here with my R9 390, FPS drop to 20-40fps for no reason. I didn't have the issue on Win 8.1 it was a solid 60fps all of the time at the same settings (vsync/triple buffering on). I did a clean driver install 5x (using driver sweeper and DDU) to make sure it wasn't something related to some old drivers
The issue completely disappears if I set the shaders to Fast instead of Nice or Very Nice.
Any idea?

I can confirm that i have the same bug with Windows 10 and AMD (AMD R9 290 with the latest win10 driver 15.7.1)
I can also conclude that if you adjust the shadersettings from Very Nice to Very Fast the bug dissapears.
With the settings as shown below (and fps max erased) with shaderquality Very Fast: No lag, FPS 200-250.
With the settings as shown below (and fps max erased) with shaderquality Very Nice: Extreme lag, FPS 50-70.

I hope NADEO can fix this issue, perhaps in cooperation with AMD !
