Very unlikely that custom maniscript and manialinks will exist there. No titlepacks, no custom objects afaik. You shouldn't really expect all that stuff in TMT anyway, it's much more like TMNF without dedicated servers but Ubi-hosted smaller lobbies for online play.

Remember, this game on PC will be a straight port from the console version, there is nothing extra for PC users. You can't really create advanced content like that on consoles, so don't expect it for the PC version.
