How can I make maps with time mode atack

everytime i change map type to time attack , Why can not always validate

Why do you try to change the type of the map to time attack? I don't think that is the Time Attack you are thinking of. That mode probably needs some special needs that your map don't satisfy.
For a map to be played in Time Attack on a server it doesn't need to have a mod, just leave it as it is.

If you are trying something more comlicated then it is beyond me

Just create the map and validate it without extra script.
Then start a local server with time attack, and try your map.
