But it's hard to learn another script-language too. I personally use hostinger (for not so important projects; as downloadserver) and for big websites one.com (But it isn't free. Only the first wesite is free, you have it 24 months)

I never learned html or php, but have beautiful results: tutorial-planet.com / mania-hub (i forgot the url  )

If you just want a website with page and articles (no members area, forms,...), WordPress is easy to use. If you're not a good programmer, you can install extensions easily.

If you need to create a website with a professionnal member area, tools,... then create your own from scratch.
Install a text editor (Sublime Text, Notepad++,...), learn web languages (HTML/CSS first, PHP afterwards).

In both cases, you'll need to host your website. Hostinger, AlwaysData are free.
Hostinger is quite popular. It offers 10Gb of storage space, PHP is always up to date but I heard complaint because they often remove your website.
AlwaysData is the best for me . Servers response are faster, admins are cool and they don't remove your website. You can config your php.ini and choose your environnement between Python, Ruby and PHP.
Inconvenient : 10 Mo of storage only.
