Nation flag avatars not displaying

Hello, I've been having an issue for a while (maybe a started a few months ago or more) in TM2 with the standard flag avatars not showing up (screenshot below).



Since these avatars are probably local content, I know it's not a p2p issue but just to confirm, custom models and avatars show up fine. I've tried reinstalling the game multiple times (I have the Steam version on Windows 7) but that hasn't helped. I can see my own flag which means the game at least knows how to find that one, I just don't know why it can't find everyone else's. I've talked to most of the folks I know in game and haven't been able to find anyone with a similar problem online either. Hopefully someone here can help or at least tell me what's happening! do you really know that the others have the standard flag?
if not did you see a blue bar on the top right, when you see such avatars?

usually custom contents often need a mapchange to get active, so when you connect to a server, where many avatars looks like your screen then the avatars of the other players have to load

and at least: i had a issue with p2p on my old pc. i used there a custom profile and that forbids me to download custom stuffs even mods and music (and the settings for p2p were all "on")... so maybe you try (if you use a custom profile) to play with the standard settings and change the graphics ingame on the top right at the screen.

When others are using custom avatars, those do show up. Same with car models etc. I've had this problem over multiple long sessions, always on the same server, starting months ago. I know a lot of the folks I'm playing with don't use custom avatars and everything else downloads fine so I don't think that could be what's happening. Thanks for the response though!
