help! I dont know how to use the mod

the mod is from http://trackmania-carpark.com/car.php?id=2174 but I can not use it , the car still be the F1 mod, only color changed, so how can I use this ? with poor English all I know is put the rar and loc file to C:\Users\admin\Documents\ManiaPlanet\Skins\Models\StadiumCar
which I think its right so please help me thx

Carpark is for for TMNF or United, please use
