I only tested this on Trackmania 2 Canyon, in the editor mode. However it will probably behave the same on all titles and maybe even on online.
It is 100% consistent, and I also tried on fresh maps created in MP4.
Once you use a In-Game MT trigger to add Fog, it will never go away, not even after restarting. This is an example:

Even after restarting, it won't go away. Note that other effects such as FX Colors do go away:

It didn't work like this in MP3, so I am pretty sure this is not intended. Restarting a track or triggering an empty clip always used to reset any effects in MP3. Now Fog is no longer affected by this. I haven't tried this online.
It's not an urgent bug, but guess it's worth mentioning.

I just tried this in a new map (in TM4) and, by default, the 'Keep playing' button is ticked. I unticked it and the fog fades when I want it to...

Yeah, The problem is that I need it to keep playing while driving the track from that point. It's not meant to stay there after restarting. It worked the way I intended in MP3.
