I was driving on some servers and PageDn/PageUp are working in ModeScripts for me, I don't know why they are not working for you.

Page Up/Page Down are working for me on my servers that are running Time Attack in script mode as well.

You can't bind page down/up on gamepad. I talk about prev score page / next score page. It did excactly the same as page up/down but was usable on gamepad.
