For me it downloads as it should.
System Specs:
OS: Windows 7 Professionnal x64
CPU: Intel Core i7-6700K / 4 GHz - 8 MB cache
GPU: MSI GTX 980TI GAMING 6G - OC Edition
Motherboard: ASUS MAXIMUS VIII RANGER

To Hackie: the link downloads, but not as it should ingame, thats a big difference and also the reason why you should use forced downloadlinks.
To Hase: Since 1 september 2017 Dropbox have disabled public links for all users Dropbox Public links.
That means that non dropbox registered users wont be able to see your skin in game, cause its not public anymore!

Instead of Dropbox you can use for example Google Drive or another option, that is made by this community https://about.maniacdn.net/

Why would my horns locators work on every other servers but not on the dedicated one ?

Dropbox disabled the public folder.
You can still host files and make direct links by reverting the "0" by "1" at the end.
Non dropbox users managed to see my skins / I can instant download files from similar dropbox links

@Hase: I won't be able to test for a few days, but I will report back when I do. We play TrackMania RPG a lot on others' servers, so we will try there and I will report back.

@All:
This most recent release a few days ago is supposed to fix transfers with the locator, but when we tried last Friday night, we were able to get a couple of skins to show up, but not all, and no horns or avatars transferred.

I would love to know the best way to troubleshoot this. I do bring up the analyzer and watch the file queues. Often I will see the skin/horn/etc file appear in the queue but remains "stalled" and never downloads. Sometimes it is marked with a (P) "peer-to-peer" even though the other person is using a locator. Sometimes it will eventually change to a (W) "web/locator" which gives me hope that it will finally download, but it still doesn't happen. I would like to:
  • understand completely how to read the analyzer so I can better troubleshoot
  • understand when I should expect the game client to initiate a download of another player's skin/horn/avatar once they join the server. (Is it guaranteed to wait until the next map or will it do it during the map they joined, etc?)
You can see a photo of the analyzer downloading a skin from my test last Friday. For the record, I was joined to my ShootMania server via Local Network, so I don't know if it is the issue or not, but I will see if we can get skins, horns and avatars to transfer successfully from another server where we can both join via the multiplayer interface to take that out of the equation.

For what it's worth, I and the other player testing this are hosting our files/locators on our own file servers. Mine is through dreamhost.com and all of the links are direct, always have been; so that is not a part of the equation for me.

Oh, you misunderstood both of us :P

I was talking about the link dommy pasted in his message, Haagse said that it does indeed download in a browser, but Maniaplanet itself doesn't see it that way.

Oooh I’m very excited about that. That would make transfers slicker and quicker for players in different parts of the world! I will definitely be checking that out.

Oops sorry you are right, i misunderstood.

I tried with Google Drive direct links and it still doesn't work.
I'm pretty sure both Dropbox and Google Drive direct links are working fine with Maniaplanet.
I tried once to disable P2P upload and download but let available locators in the ManiaPlanet Launcher : Other players were able to see my skin / I was able to see theirs.

I don't know how it works but from my experience I've loaded other players skins/horns without waiting for the next map, even one horn that I've never downloaded before.
But most of the time, when I quickly want to confirm if skins sharing is working I restart the map and it works.

Horns have not been working for a while now. Some horns you might hear, but in my case they were all horns already in my cash folder. If I delete it, horns are all gone and do not show up again when playing online.

So I did try on another server and had a little bit of success with some horns and skins transferring (others to my computer). I cleared the cache before the experiment. However, I never saw the files show in the analyzer list (they may have downloaded fast while I was joining the server). But I can't find any consistency in if/when they will transfer or an ability to track it to help troubleshoot.

It would be awesome if the great NADEO devs would share with us how they troubleshoot the transfers when they are developing the feature so we can assist in figuring out what's wrong when it isn't working.
