Hello TMRapidserv...

20kb/sec upload isn't that much for a server.
For providing a good bandwidth it has to have at least 10 MBit/s upload, if not 100MBit/s
As suggested, try to rent a server at a site of your trust. I'd suppose http://www.trackmaniaserver.org
They're not that expensive and they're having a high-quality administration tool and a very fast support
