Creating Packs

Im completely new to the whole TM way of doing things, and i've tried half a dozen different ways to try and create a pack or similar, and unfortunately im completely lost.
I've spent the best part of an hour (maybe more) shuffling through here, mania-creative, wiki, and google and im not seeing anything conclusive (im seeing a lot of conflicting comments though!) and im giving up trying to find out from existing posts and asking for assistance from anyone who knows what they're doing.

I've created a pair of skins, plonked them into a zip file, created a pack file - 1 skin per pack, and they've confirmed as registered. On my player webpage i see both under ManiaCredits. So thats working.

When i look at the packs, it lists them both, however it shows their 'contents' and 'included' as empty. I noticed when adding the zip file the 'contents included' value stayed at zero.

I've since had a crack at a .loc (skinname.zip.loc) and a .xml file (below)

Im also reading conflicting information about whether people even need to create packs to see skins. Earlier today i sent a skin to a 'Buddy' (via msn), they added the skin and loaded it as their user skin, and while i was driving in mine, and they were driving in theirs, identical filenames and everything... yet they were the showing with the silver non-skin.

So im at a complete loss to be honest. Would anyone be so kind as to offer up some assistance, or just put me out of my misery and let me know if this is currently an incomplete feature, i'd be thankful.

Yeah I'd like to know how to let other people see my skins - I naively assumed that this functionality was included... the game asks you whether you're OK with uploading your custom skin when you go online with it the first time

I eventually figured out sharing skins with the locators, and that seemed to work from what ive been told, but i havent a clue with packs or really what they've for and if they're even working. The problem for me, as someone who's never really bothered playing the TM games in the past (beyond a couple of hr on the free vers) is that there seems to be sod all documentation about any of these things. Theres no explanation how to do anything from Nadeo, they just presume you'll know or screw it they can figure it out for themselves.

During the beta it was annoying, during a final released game with sod all documentation about half the game, its very poor imo. How hard would it be to create stickies which explained sections of the game which arent obvious, even if it just said it isnt functional yet, instead its silence and figure it out for yourself. Got sod all help from the community in 2wk too as you can see.
