I cant purchase the game from my location?

I live in Mexico, I have no problems buying games on Steam with my mastercard... but when I access the TM2: Canyon site, instead of seeing the "PUCHASE" green button, I see a red "You cant purchase the game from your location" button (in spanish of course), it wont even let me access the billing page or anything.

What gives?
