I am stunned at the poor the steering control and setup for joystick/wheel.
Bought this for my 9 - year old son and myself; when we play racing games, we use a wheel. Just to make sure I wasn't imagining things, I went back and tried an older version, and it works perfectly.
Wish there was a return policy, but buyer beware, I suppose. I should have known better and come to the forums first, but trusted it would not deviate so far from older versions of TM. We will not be playing this by steering with a keyboard and will not be playing this again until full and professionally executed controller support is added.
Please fix controller steering.

I use an analog controller and it works fine for me. But, be patient. The game engine is still new and updates and fixes are in the works.

Thanks for the note.
I tried a wheel and a joystick, and both had what seemed to be very twitchy and truncated response - neither allowed full range of movement on the controller before the wheels are fully deflected. Twist on the joystick was even worse, and it works great in previous versions...

There is no problem with wheel or joystick on this game. You just need to adjust the sensitivity settings, so they fit your personal driving style.

I would, if I could find them... I had no problem making these adjustments before - where are then in TC?

You just to need to play a map (offline or online) and then go
ESC->optional ... ->input settings or so.
There you have the sensitivity, deadzone and rumble settings. On the right side there is a number, which you can change by typing in the field. E.g i use for my joystick deadzone 0.02 and sensitivity 1.886. You just need to adjust as long as your car turns as you want it.
