FreeZone and 20-70 ladder rules, is it possible to have?

Free Zone rules say at least 40 players/slot. Ladder rules say there should be a maximum of 20 players/slot.

What is the solution for a FreeZone Server with 20 -70 ladder points?

Of course it's possible, but you have to respect the rules for the freezone and the 20-70k servers

Which means you should put the rules of 20-70k over the rules of the freezone (if there is a conflict between them), but still implement all of the rules (20-70k and freezone).
At least this is, how i understand it.
