Motion blur isn't working

I have motion blur selected in the graphics options for TM2 and it will not work ingame. I am playing on a desktop with an Nvidia GT220, is it the graphics card's fault?

Define what you mean by "not working", and perhaps we'll be better able to understand just what needs to be done to fix it.

I selected the "use post processing FX" option in the graphics options (advanced) and when I start the game and drive fast, there is no motion blur effect, it just acts the same as without it.

Did you check the "Use Post-FX" (or something like that) in Maniaplanet settings, as well? There are several settings you have to enable for MB to work. Post-FX, Force Motion Blur, Force Dynamic Color, Shader settings have to be set at least to "Nice", and then there's two other checkboxes under the motion blur, can't remember their names, but they have to be checked, too.

Okay, I got it to work...but I didn't see any such options in the graphics configuration. It looks like this:

Also, I cannot get the brake light glowing effect to work, is that only on the highest settings?

That would be in your bloom settings. Max those out. Also, set Anisotropic to 16x and your Geometry Details to fast. There are more things, but I gotta get goin' home for the night, so I'll edit this up when I get back.
EDIT: After looking at your settings again, you actually have things pretty close to where I would recommend things--just make sure your compatibility and "Game" settings are set, too...

Change your shaders to VeryNice and then see if it still doesn't work.
