Looking at CoastKids new pictures I have to say that I can only hope that Nadeo understands that making custom blocks an officially supported feature would take TM2 to the next level.
Of course the original work by Nadeo will always be the most important basis for the look and feel of a new environment. No one is forced to play tracks with custom blocks and whole servers can be "original envirnoment" servers.
But locking out the creativity and ingenuity of such a great community as this one is a huge waste of potential for the game.

I'm sorry if this is a dumb comment, but I'm assuming that track pieces are going to be creatable as well, yes? Not just scenery?

This was answered some pages ago. Basically, most are focusing on scenery first because track pieces need to have some common reference (measurements of the height of roads from the base of the blocks, etc) in order to sync them up with the existing blocks.
