Now I think that usually you don't want to capture the pole at last second because you might do a mistake in movement and would not have enough time to reach the pole after that, so you would start heading to the pole so that you will have 5-10 or more extra seconds when you appear near the pole. With that in mind, 30 seconds of action + 10 spare seconds makes 40 seconds for the time to do next capture, which sounds perfect to me.
I watched about 17 minutes of Zotac June monthly finals and saw that players were doing next captures usually within 30 seconds, when it took more time than it was because there was camping except only one situation when spending 53 seconds looked justified to me, but even then 40 seconds limit wouldn't hurt much.
I saw similar behavior when was spectating regular players in Joust.
So in vast majority of cases people themselves use only 30 out of 60 seconds unless they camp. Which means that 40 seconds to capture next pole will not limit meaningful gameplay except in occasions too rare to worry about, while it will be limiting camping all the time.
