If I place one more ground block at the lower right corner, 2-3-4 can be placed.
The additional ground block can be removed afterwards.

I guess it's the same lilmitations as with the storm's trees that have the trunk base offcentered, and the first block cell (in 0.0.0) is empty, but is used by the editor.
Indeed, you should be able to place the trees on the grass (or this block on the ground), but the block 0.0.0 is over the cliff (Lake shore here).
Angry Duck will confirm that the cause is the same (or not :p)

so basically any block that is not squared might potentially have such placement issues (at the moment)?
