I'm looking at models not being imported and horns not being imported over the past year with no support offered from tech, and the important News page has not been updated and still shows a Steam Sale going on with 50% off until August 18th.
Unless it's running until next year August 18th, this needs to be fixed.
All of which leads me to believe that this game is seeing it's last legs. Am I wrong?

how should horns be imported? - Anyone familiar with importing 2D/3D models knows that the game is SUPPOSED to let you see custom models and hear custom horns. The models are supposed to be shared cross network. I would suggest doing a search for "Other people can't hear my custom horn or see my custom car" to see how long this problem has been going on.
what's your problem? -Lack of support for what seems to be a common problem with models. Sure, I imagine that you would say, "Why should anyone have to see your model and hear your horn?" The answer is simple, it's not all about what I want YOU to see, I want to see other's creativity.
Also, the ambiguity of Planets and what they do is also rather frustrating. A simple Google search at least told me they were currency to be used ingame, but I have yet to find out WHERE they are used (except for with models that no one can see except the sucker that spent the Planets).
Manialinks ingame? What are those? A dead link ingame is all that I see.

this is actually not a problem of Maniaplanet in most cases. If the players have checked all the uploads and downloads in the P2P tab (what both sides have to do), it`s all fine from the Maniaplanet point of view. The problem is in most cases the firewall and/or the router, which can block the ports (also important for "both sides"). I was also fighting this problem until I found out, that it was my router, in my case. After activating port forwarding for the P2P ports, all was fine. So there can be many personal issues causing this problem (I still can`t see "some" other cars, but that is probably a problem of the other side of the connection).

Well I tried just about everything. I can see cars, avatars from some countries on the very same server (so that rules out the server settings), but not my own country. And this magically happened when Nadeo decided to divide us into continents. (before that it was work 100% without any firewall tweaks etc.) All my friends and my P2P settings are all ticked, but still nothing. Actually if I race TM1 it also works 100% for all players. But MP2 , no go .. I can't see any African players avatars or skins. It is after all a bit annoying to be honest. We all like to be creative a paint a nice car

I use Planets to buy buddy slots, maniaplanet stations, upgrading server ladder rankings, buying car skins and models, texture mods, running competitions, etc.
They have their uses.
Answer to the topic title is Yes. ManiaPlanet is an evolving platform and all the games continue to be updated. Bug fixes and new features are pushed every few months. The next update is probably not too far off, considering the last one was the beginning of July.

Does really not help us poor folks waiting almost 1 year not seeing any custom cars avatars etc. Maybe Eyebo, take a trip to Africa
Just kidding, but yes it's not working here.

I have the same thing and with me, I guess, a lot of other people too. Some people join my server and I can see their skins within minutes. But for some of my buddies, with whom I played for months, I still see grey cars. I think this problem exists since Februari. Before that it worked good.

We Have got to remember too, that car models file sizes seem to be greater in TM2 than in TM1 so will take longer to load. I would think that if a player changes his/ her car alot it would also delay the load time. I don't know how to do 'port forward' (not good learning new stuff at 60+
) but about 25% of the cars/ horns/ avatars show up in my game and I know some people remark on my car so I know they can see it. I suppose 120Mb internet helps tho.
