Music synchronisation

In the purpose of video making, I would like to synchronize a music with the mediatracker : when I go to the Xth second of the video, music plays the Xth second of the video.
It would be a lot easier to me, but I can't figure out how to do it.

In the Media Tracker, you could try to use the time speed track, but it is certainly very tricky to use it to adjust perfectly to the music.

Probably it would be better to use a dedicated video editing software.
There you could simply cut out parts you don't need, or move transitions anywhere accordingly to the music.
