Check for a video driver update, dont use beta but only whql versions.
Delete maniaplanet's Default.SystemConfig.gbx file on your user data.

Try different driver versions, if whql or not doesn't matter.

do not compare AMD drivers to Nvdia drivers.
I haven't had a driver related issue for ages (since I stop using ATI).
But then again using win10 this early you are asking for trouble
